Chips as an inducement
American negotiators promised to expand Armenia’s access to Nvidia’s most advanced AI chips as an incentive to reach the preliminary peace agreement with Azerbaijan, the Wall Street Journal reported on 4 September, citing unnamed people involved in the negotiations.
What was on the table, according to the report, was expanded permission to acquire modern AI chips for Armenia’s Firebird project — specifically Nvidia’s Blackwell and Vera Rubin GPUs, as summarised by the Armenian agency ARKA. The provisional agreement between the two countries was signed at the White House in August 2025. Bloomberg reported in November that year that Firebird had received US approval to use Nvidia chips in the Armenian data centre.
Neither the timeline nor the licences themselves are new. What the Journal adds is the claim about why they were granted.
The data centre at the centre of it
Firebird’s AI factory sits in Hrazdan, in Armenia’s Kotayk province. Nvidia said the site launched on 8 August 2026 after being delivered in a little over six months, and that the plan is to reach 300 megawatts and more than 70,000 Nvidia Rubin and Blackwell GPUs by the end of 2027. Dell, CoreWeave, Schneider Electric and Vertiv are named as partners, and Nvidia said it intended to invest in Firebird.

Prime Minister Nikol Pashinyan attended the opening. Firebird co-founder Alexander Yesayan told the launch that the company’s ambition over roughly the next two years is “2 gigawatts of capacity around the world,” spanning Armenia, Kazakhstan and other markets. ARKA reports that in April 2026 Armenia’s Ministry of High-Tech Industry signed an agreement to buy $25 million of computing capacity from Firebird over five years.
For a country of under three million people, a facility on that scale is not a data centre. It is industrial policy, and it depends entirely on a licence that Washington can revoke.
A different use of the same instrument
Export licences have been traded for commercial commitments before — the Gulf agreements of the past two years were structured around exactly that exchange. Using one inside a negotiation aimed at settling an armed conflict is a different thing, and according to the reporting it is among the first known instances of it.

The logic is straightforward enough. Advanced accelerators are the one export the United States controls tightly enough that access to them is worth something at a negotiating table, and cheap enough to grant that it costs the granting government nothing directly. That combination is what makes it attractive, and also what makes it unstable: a licence handed over as a diplomatic concession can be reconsidered when the diplomacy changes.
What it means for everyone else
For buyers outside the US, the report sharpens a question that has been forming for two years. If a licence can be granted to help close a peace deal, it can be withheld for reasons that have nothing to do with the buyer’s conduct. Any government planning national compute capacity on American silicon is now planning around a variable it does not control and cannot forecast.
Two things are worth watching. Whether Congress takes an interest in export licensing being used this way, given the standing scrutiny of Nvidia’s chip sales. And whether the pattern repeats — because if chip access is now a routine item in diplomatic negotiations, the next instance will tell you more than this one did.
